No, it means light that is being generated by a source that is moving away from you. It could be right next to you. Now, as it happens, large red shifts of galaxies do indeed imply that they are far away but not JUST because they are red-shifted. It's more complex than that.

You would be much better off studying some basic cosmology than in asking random questions on an Internet forum.
