To me, "manufacture" implies some sort of mass production or production for the end user. That could not be further from the truth. All current quantum computers are very experimental, one-off, devices. They are all experimenting with small devices to see how to proceed toward a practical device. They all differ in significant ways. Although they are small, they are as large as the current technology allows. The users are also experimenting with how to use them.
