Just use any old recorder, save the voice as a wave file or mp3 or something like that, and use Nero (for example) and burn as an Audio CD. (or data CD if that's what you're after) and vwah-lah!

If you're on Windows, use the Windows Sound Recorder (It's under Start -> Accessories -> Entertainment) to record from your microphone. Then burn that to a CD-R with Nero or other program as an audio CD.
