Is the HAARP device actually a make people stupid weapon?

In summary, there is an unconfirmed report that suggests the recent Haiti earthquake was caused by a flawed US Navy weapon test intended for use against Iran. The article also mentions similar claims made by Venezuelan President Hugo Chavez, the Georgian Green Party leader, and Russia accusing the US military of using such devices in Afghanistan. US Secretary of Defense William Cohen has also expressed concerns about using electromagnetic waves to trigger natural disasters. However, the validity of these claims is questionable and should not be taken seriously.

I'm don't think these people were joking when they wrote this article:

An unconfirmed report by the Russian Northern Fleets says the Haiti earthquake was caused by a flawed US Navy 'earthquake weapons' test before the weapons could be utilized against Iran.

The article is filled with claims like this from all over:
Venezuelan President Hugo Chavez also made a similar claim...

Georgian Green Party leader claimed that Moscow had instigated an earthquake on Georgian territory...

Russia has accused the US military of employing such devices in Afghanistan to trigger the devastating 7.2 magnitude earthquake...

US Secretary of Defense William Cohen also expressed concern about activities that "can alter the climate, set off earthquakes, volcanoes remotely through the use of electromagnetic waves

If it is a make people stupid weapon, it seems to be working quite well.
