This reminds me of a sci-fi story in which mankind is out exploring space and detects an extraterrestrial signal that apparently is a continuous, non-repeating code.

They conclude that is was because the extraterrestrial race was at war with another, still unknown race, and this mode of communication allowed them to communicate without the others being able to learn much.

Always transmitting, even when no message is being sent, you cannot determine if the signal is a prelude, or response to events.

Seemingly non repeating, cannot determine the intended message without the key, mayhaps similar to the Nazi Enigma.

This does sound like a legitimate mystery

This is not a mystery. See this: http://en.wikipedia.org/wiki/Numbers_station

They're probably used to communicate with spies using a secret code. 5 Cubans (The Cuban Five) have already been tried by the U.S. for spying this way.

This does sound like a legitimate mystery

from the link on numbers stations that ideasrule posted, you'll see http://en.wikipedia.org/wiki/One-time_pad" mentioned. a one-time pad is a completely random string of numbers or other symbols. assuming the string is truly random, there is no way to break a code embedded in the string.

to pass messages, you need two copies of the pad. one held by the sender, the other by the receiver. the weakest link is the sender, it's obvious where he's sending from. you could raid him and steal his pad. if the sender is a gov't, then raiding him is hard. and any agents the sender has in the field can read the message without detection.
