It's not likely. The data gathering and cryptanalysis technology available to national government far exceeds anything that's available outside of the intelligence community.

They do not claim to be able to un-encrypt the messages but to interfere with the communication processes in the social media by identifying and shutting down ISIS accounts.

Given the clandestine nature of that group the veracity of that "declaration" is hard to determine. For all we know it could have been made by a pajama clad adolescent in his mom's basement.
