In summary, the conversation is about transfer students and college programs. The first question asks about what colleges look for when reviewing transfer students. The second question asks if there is a guaranteed way to get into a college, and the third question asks about the basis for rating college programs. The final inquiry is for a list of colleges that accept transfer students from community colleges with good engineering programs, specifically in aerospace and physics. There may be agreements between community colleges and 4-year schools for guaranteed admission or preferred consideration, but it ultimately depends on the individual college's admission criteria.

For (2) many community colleges have agreements with a/several 4-year school(s) (often nearby) that students from the community college that meet certain conditions are guaranteed admission, other students may receive preferred consideration (ie extra points in the admission formula).
For lastly any college that accepts transfer students at all will accept them from community colleges, as to odds who can say.
