That depends to a large extent on the quality of the thread title (I edited your title, BTW) and how well the question in the thread start is phrased. It also helps in technical threads to show as much of your work as you can, as well as links to the reading you've been doing to try to answer your own question.

In addition to what has been said above, I believe response time is not a good factor to judge a site. I can decrease the response time by creating a bot that will reply to all threads with a standard response like "Thanks for opening a thread in PF." Instead, it is always better if people take the time to write a good response.

Alternative metrics is "how quick are bans when someone misbehaves".
